Ce décret présidentiel réorganise le secteur de l’électricité au Cameroun en transformant la société « Energy Of Cameroon » (ENEO Cameroon S.A) en une entité publique. S’appuyant sur la Constitution et diverses lois nationales et régionales (OHADA, lois sur l’électricité et les entreprises publiques), il établit un nouveau cadre juridique. Le texte crée la Société Camerounaise d’Électricité (SOCADEL) comme société à capital public, dont l’État est l’actionnaire unique. Il définit précisément son objet social, ses missions de production et distribution d’énergie, son organisation administrative et financière, ainsi que son régime de tutelle et de marchés publics. Cette transformation vise à renforcer le contrôle public sur un secteur stratégique, en détaillant la composition de ses organes de gestion, la gestion de son personnel et l’origine de ses ressources financières et patrimoniales, marquant une évolution significative de la gouvernance énergétique nationale.
This presidential decree reorganizes Cameroon’s electricity sector by transforming the company « Energy Of Cameroon » (ENEO Cameroon S.A) into a public entity. Based on the Constitution and various national and regional laws (OHADA, electricity and public enterprise laws), it establishes a new legal framework. The text creates the Société Camerounaise d’Électricité (SOCADEL) as a public capital company, with the State as its sole shareholder. It precisely defines its corporate purpose, its missions of energy production and distribution, its administrative and financial organization, as well as its supervisory and public procurement regime. This transformation aims to strengthen public control over a strategic sector, detailing the composition of its management bodies, personnel management, and the origin of its financial and patrimonial resources, marking a significant evolution in national energy governance.
