This study investigates access to electronic court records within Botswana’s Gaborone Magisterial District. Governments worldwide leverage ICTs for efficient e-government, and Botswana implemented a Court Records Management System (CRMS) in 2005 to modernize its justice administration. Employing a mixed-methods case study, data was gathered via questionnaires, interviews, document reviews, and observations from court personnel and justice stakeholders. The Records Continuum Model guided the analysis. Findings highlight legislative gaps, infrastructure deficiencies, and staff resistance hindering access. Crucially, access remains restricted to court personnel. The study recommends policy adoption, infrastructure upgrades, and remote public access to align with national digital inclusion goals.
Cette étude examine l’accès aux dossiers judiciaires électroniques au sein du district magistral de Gaborone au Botswana. Les gouvernements mondiaux utilisent les TIC pour une administration en ligne efficace, et le Botswana a mis en œuvre un Système de Gestion des Dossiers Judiciaires (CRMS) en 2005 pour moderniser sa justice. Adoptant une étude de cas à méthodes mixtes, les données ont été recueillies par questionnaires, entretiens, revues documentaires et observations auprès du personnel judiciaire et des parties prenantes. Le Modèle du Continuum des Documents a guidé l’analyse. Les résultats soulignent des lacunes législatives, des déficiences infrastructurelles et une résistance du personnel entravant l’accès. L’accès reste limité au personnel judiciaire. L’étude recommande l’adoption de politiques, l’amélioration des infrastructures et l’accès public à distance pour s’aligner sur les objectifs nationaux d’inclusion numérique.
